Our Story
HBS Rehab was established in 2003 by a group of clinicians and recovery advocates who recognized a critical gap in addiction treatment services across East Contra Costa County. At a time when residents of Antioch, Brentwood, Oakley, and Pittsburg had to travel significant distances to access quality rehabilitation, our founders chose to build something different right here in the heart of the community.
What began as a modest 15-bed program has grown over 23 years into a comprehensive 40-bed treatment center with 79 dedicated staff members. Through economic shifts, public health crises, and the evolving landscape of substance abuse, HBS Rehab has remained steadfast in its commitment to accessible, high-quality care. Today, we are proud to have served more than 11,000 patients on their journey to recovery.
Our Mission
Our mission is to provide every individual who walks through our doors with the clinical expertise, emotional support, and practical tools they need to overcome addiction and build a fulfilling, substance-free life. We believe that recovery is not merely the absence of drugs or alcohol — it is the restoration of dignity, purpose, and connection.
Treatment Philosophy
At HBS Rehab, we approach addiction as a chronic medical condition that requires integrated, whole-person treatment. Our philosophy rests on three pillars: evidence-based clinical interventions, trauma-informed care, and individualized planning. We combine proven modalities like cognitive behavioral therapy and medication-assisted treatment with holistic practices including mindfulness, nutrition counseling, and fitness programming. Every patient receives a treatment plan tailored to their specific history, co-occurring conditions, and personal goals.

Dr. Raymond Okafor, MD
Medical Director
Board-certified in addiction medicine and psychiatry, Dr. Okafor has led HBS Rehab's clinical operations for over 12 years. He specializes in medication-assisted treatment and medically complex detoxification protocols.
Lisa Hartman, LCSW
Clinical Director
With 18 years in behavioral health, Lisa oversees our therapeutic programming and clinical staff. She is certified in EMDR and trauma-focused CBT, bringing specialized expertise to our dual diagnosis treatment track.
Carlos Medina, CADC II
Director of Counseling
A person in long-term recovery himself, Carlos brings both professional credentials and personal understanding to his role. He leads our individual and group counseling programs and mentors our peer recovery coaches.
Jennifer Nguyen, RN, BSN
Nursing Director
Jennifer manages our 24/7 nursing team and ensures the highest standards of patient safety throughout detox and residential care. She has spent 15 years specializing in addiction nursing.
